European Concord

Identity: Diplomacy, engineering, and federation
Flag symbolism: Connected routes.
Core values: Diplomacy · Unity · Infrastructure.

The European Concord is a fragile federation of surviving governments, railway authorities, energy companies, and civil defense organizations. It preserves the idea that no single nation should dominate the others.

Ambition: Reconnect Europe and establish a cooperative system for distributing heat and resources.

Weakness: Member states argue over resources, political authority, and ember allocation.

Transit network: Maintains dense railway corridors, mountain tunnels, and vital junctions.

The Concord values cooperation, but its bureaucracy can become dangerously slow when a station needs immediate help.

Story hooks

• A shipment of embers fails to arrive at a station the faction depends on.
• A recovered component from the Great Forge could shift the balance of power.
• A railway junction becomes contested, forcing the faction to choose between negotiation and force.
